Virtual High School was founded by Ontario educator Stephen Baker, whose early work developing an online Grade 11 Biology course helped lay the foundation for the school.
In 2001, Virtual High School was granted authority by the Ontario Ministry of Education to issue credits toward the Ontario Secondary School Diploma (OSSD).
The earliest course was a Grade 11 Biology course developed by Stephen Baker with help from his students in 1995.
